本研究では過疎地域にある、特に小規模な自治体における持続可能な図書館サービスのあり方を検討した。まず、千人単位の人口段階で図書館設置状況やサービス関係の統計データ を分析することで、小規模自治体は図書館サービスの提供に消極的というわけではなく人口規模を踏まえて提供を検討していることが分かった。一方で、図書館未設置時の自治体は設置自治体よりも人口減少が著しいという推定がされていることから、現在よりも容易に提供できる図書館サービスのあり方を検討した。結論として、1)定型的な業務について技術的な置き換えを進めること、2)高度な人員を集約させて支援していく仕組みを構築することを提言した。

In this study, the author examined sustainable library services in depopulated areas, especially in small municipalities. Statistical data at the population stage of 1,000 units on establishment and services of libraries was analyzed, and the results it is revealed that small municipalities are not dismissive about offering library services but are considering providing them based on their population size. On the contrary, as libraries are important to small municipalities, their absence may lead to population decline in small municipalities. For more sustainable library services, the author proposes the following: 1) proceeding with technical replacement for routine work and 2) building a system to aggregate and support highly skilled personnel.
