内容記述 Recent years have witnessed the "diversification of citizen needs," a "lack of administrative resources," and the "rapid development of ICT tools." Therefore, the relationship between local autonomy and information has continued to undergo rapid changes. This paper provides an overview of the historic changes taking place between "local autonomy and infomation" by assuming democracy as a backdrop. Both civic participation and collaboration are important for current local autonomy, the source of this approach originating in ancient democracy. This study is thus divised into three eras: "Ancient democracy era," "Parliamentary democracy era," and "Information disclosure era." The relationship between "local autonomy and information" is arranged on the basis of the interplay between "citizens, assembly, and administration." A key result of the study is as follows - as the information disclosure era began, new types of usable ICT tools increased, shifting the role of other means toward the use of ICT tools. Also, the use of collaboration as an ICT tool was undertaken, making it necessary to share information for interactive communication.
